Mall's and other attractions on certain sides of the city???

Why?

On the north and south sides of the city where I live there's mall's, movie theatre's, and there's life and other fun stuff.

But on the west and east sides of the city, it looks really bad and run down, with out any attractions. Why is the city dividing the city like that?

Does it have to do with the "type" of people who live in those sides of the city?

Please let me know, because I don't think its fair to the other sides of the city.

MALLS are built where it is expected customers will go to shop.
